Read with sufficient accuracy and fluency to support comprehension.
Accuracy can be tackled with RF.4.3. But fluency relates to the speed, comprehension, and comfortable-ness with reading that should be built. In fourth grade—or any grade for that matter—the need for speed isn't so important. Here's where fluency can make all the difference: when reading is so slow, labored, and uncomfortable…that the reader forgets the first half of a sentence. That's generally where the subject and verb are, so Houston, we have a problem.
