Character Analysis
Cudgeon is the classic, cold bureaucrat, which is pretty much all you need to know. He's all about politics and he's the one who sends in the troll—in other words, he's the worst. Oh, and he and Julius have been friends for a long time, at least up until the part where Julius starts to think there's some "human blood" in Cudgeon (6.165)… which we're guessing isn't a good thing.
