The townspeople, including Inspector Kemp, don't want a new Dr. Frankenstein at the castle. Can you blame them, after all the havoc caused by his monsters in the past? They represent one aspect of a society that opposes Dr. Frankenstein, their antagonism mostly rooted in fear. This fear abates at the end, when they see that Frankenstein isn't just capable of raising a monster; he's capable of taming one.
