Here the vision implies that even the evil power of Antiochus IV Epiphanes was granted to him by God. And it will be taken away by God, "and not by human hands."

This describes the prosperity and success of Antiochus IV Epiphanes, the big-time persecutor, yet again. But it makes sure to note that his power will be taken away from him. All bad things are going to come to a bad end.
