Character Analysis

Bagby pretends to be on the farmers' side…but that's all a ruse. The farmers think that by promising to build a dam that will divert water to their farms, Bagby—the mayor of Los Angeles—is trying to help them.

But, in reality, the dam won't do that; it'll just siphon water onto Noah Cross's land, turning that water into Noah's property. So, Bagby, whom we glimpse briefly during a meeting at city hall where he gives a speech supporting the dam, is presumably in on the scheme.
