- Though Levin isn't clear about what is going on, he does realize that there's some kind of issue with who should be admitted to the elections from a certain section of the province: will this guy Snetkov be nominated? And what about this guy Flerov: should he be admitted to the election even though he's "currently under investigation" for something or other?
