Everyone mostly takes pity on Oedipus, but for some reason, Creon still has to mess with him. Rather than just letting him die in peace like most of the other characters are willing to do, Creon still wants to control Oedipus. He even provokes him by kidnapping his daughters. Creon represents the wild forces running Thebes that Oedipus is symbolically fighting against.
