Borders and Bad Guys
- Citizens get to move around freely to any of the states, and can conduct business in any state.
- Someone who commits a crime and flees to another state has to be sent back to the state he came from (probably without supper).
- States have to respect the legal rulings of other states.
- No saying, "I thought it was legal over there!"
