Character Analysis
We never quite get the real name of the Bulgarian Minister of Magic because Cornelius Fudge simply can't pronounce it. Mr. Oblansk comes to watch the Quidditch World Cup with Fudge, but he seems to be completely incapable of communicating with the guy. However, it turns out by the end of the match that Mr. Oblansk can speak English; he's just been letting Fudge mime outrageously because "it vos very funny" (8.148).
