Because Tobias/Four comes from Abnegation, he's not big on PDA. Heck, he's not big on just plain ol' A. Hugging and touching of a platonic nature weirds him out.
But, by the time he meets Tris Prior, he's over that, and ready to take another step. In "The Traitor" we see him betray his Abnegation upbringing by smooching on Tris without even having dinner with her parents first. Scandalous!
