- In the War Room, the Ambassador talks to Premier Kissov in Russian.
- The Ambassador warns Muffley that the Premier is drunk.
- In a hilariously dry and casual monologue, Muffley lays out the whole situation to Kissov, who he calls "Dimitri."
- (You've got to watch this part more than once. Peter Sellers improvised the monologue, and it's totally ridiculous.)
- Muffley gives Dimitri permission to shoot down the American bombers if it comes down to that.
- The Ambassador gets back on the phone and gets some seriously bad news from Dimitri in Russian.
- Turns out the Soviets have indeed created the Doomsday Machine, which has the power to destroy all human and animal life on Earth. It will be activated as soon as a bomb goes off on Russian soil.
