"Twenty cents off the $3 can of beans if you buy buy buy right now!"

That's a promotion. It's a one-time shot, usually via a discount on price, or some other bundling function that makes the total purchase seem cheaper.

Promotions are often good for short-term sales, but bad for the brand equity of the product itself. A seller of a can of beans wants people to buy them because they're good or deliver nuclear gas capabilities, not because they're just...cheap. So if you see lots of promotions of a given product, it's probably not doing well.
