In the case of the All Country World Index, the fund tries to be exposed to more or less all areas of the world. Yes, even you, Somalia. Being globally diversified is often a good idea, though not always. So the "all world" funds often omit countries whose prospects appear bearish to the fund management team.

So...sorry, Somalia; you don't always get a free ride in the fund.
