It's kind of a snarky term, usually applied to acquisitions, as in, "Um, yeah. AT&T really paid full value to buy Time Warner at 17 times EBITDA."

It's usually said jealously by whatever bankers didn't get in on the deal's fat commish. But full value is what you want your bankers and brokers to get for you when you're the seller.
